Cooperation SIG Chair Nominee Dr. GovindDr. Govind holds the position of CEO of National Internet Exchange of India (NIXI). He has worked as Senior Director, heading the E-Infrastructure & Internet Governance Division, Department of Electronics and Information Technology, Government of India.
As CEO of NIXI, he is responsible for setting up Internet exchange points in India and establishment of the .IN Registry in the country. He spearheaded the setting up and launch of the National Internet Registry for the allocation of IP (IPv4 and IPv6) address space in the country.
He has over 30 years of experiences with government and in-depth knowledge in the Internet Resource management.
His rich relevant experience and work carried out in the Internet technology space and from a developing country perspective will go a long way in growing Cooperation SIG. He has been representing the Government as well as the Technical Community in various diverse forums and multistakeholder groups at national, regional and global fora since 2006.
He was Instrumental in developing NIR software and system indigenously and getting it validated by Asia pacific Network Information Centre (APNIC). India became the seventh country in the region to be recognized as National Internet Registry. He also participated in the policy making process of number resources, allocation.
Some of his contribution in the Internet Governance space are:
Served as the co-chair of the organizing committee, which included effectively coordinating with IGF secretariat / UNDESA, to host IGF 2008, Hyderabad; Hosted the GAC Secretariat, 2006-11; Served as advisor to GAC Representative, 2005-11; Spoke at Main Sessions and Workshops at all IGFs (onsite or online) from IGF 2007, Brazil - IGF 2014, Istanbul; Closely observed and contributed to the workings of MAG by way of India’s membership as a host country; Hosted ICANN -2008, New Delhi; Helped prepare India’s contributions to various ICANN meets, CSTD WG on IGF Improvements, 2011, and WGEC, 2013, and NETmundial 2014; Provided majority funding and participated in APrIGF 2014,India.
National Internet Exchange and Domain Name Registry activity:
He was responsible for setting up India’s internet exchange points in 2003; thereafter established .IN, ccTLD for India, 2004; liaisoned with ICANN to get the delegation International Domain Name for Indian languages, 2010; Established India’s National Internet Registry, 2012. He served as a member of Board of Director at NIXI.
Contribution to Internet Governance dialogue:
Apart from contributing to the international policy dialogue, through GAC and other global IG fora, as above, as Head of the Internet Proliferation and Governance Division of the Indian Government from 2000-13, contributed extensively to multistakeholder consultation, based policy formulation and execution.
He is serving as Consolidated RIR IANA Stewardship Proposal (CRISP) Team member.
With his vast experience and expertise, Dr. Govind looks forward to a greater cooperation between NIXI and AP community and is geared to take up a challenging role of leading “Cooperation SIG”.
